The recently published 2023 Maine Housing Needs Study estimated that Maine needs 38,500 units to meet current demands, as well as 38,000+ units to meet future need.

LD2003 is the culmination of a series of working groups in 2021 which established items that the state could do to facilitate new housing opportunities. LD2003 has three main statutes for local purposes: a provision to allow for additional density for affordable housing developments, a provision to allow for 2-4 dwellings per lot where there is a residential use permitted, and a provision for accessory dwelling units to exist where there is a single family home.
