The recently published 2023 Maine Housing Needs Study estimated that Maine needs 38,500 units to meet current demands, as well as 38,000+ units to meet future need.

The presentation and discussion is facilitated by Benjamin Averill and Hilary Gove, Housing Opportunity Program Coordinators for the Maine Department of Economic and Community Development.

LD2003 is the culmination of a series of working groups in 2021 which established items that the state could do to facilitate new housing opportunities. LD2003 has three main statutes for local purposes: a provision to allow for additional density for affordable housing developments, a provision to allow for 2-4 dwellings per lot where there is a residential use permitted, and a provision for accessory dwelling units to exist where there is a single family home.
